About Leveraging Local Leaders

We seek to identify, recruit, and train a diverse and promising group of citizen leaders in Colorado’s communities.

Increasingly in Colorado, policy-making is happening at the local level under “local control.” City councils, county commissioners, mayors, and professional staff hold power over major issues like affordable housing, labor requirements, products and services regulation, economic development, water and energy policy, and transportation development and investment. Like any other job, holding elected office requires an understanding of impacted parties and functions in one’s role. L3’s mission is to strengthen Colorado’s communities by recruiting, training, and supporting pragmatic and solutions-oriented civic leaders.

Leveraging Local Leaders (L3) seeks to identify, recruit, and train a diverse and promising group of citizen leaders in Colorado’s communities to run for office or otherwise engage meaningfully in local politics giving them the tools to be successful servants and their constituents effective policy-makers. We provide expert training and mentorship on how to run for office, while educating on top public policy issues to ensure citizens are prepared to run and govern well.

This six-month program meets one day per month from January through June, in which students learn how to run a local campaign while also learning about major public policy issues and governance processes from the most accomplished experts in the state. To date, L3 has trained 38 people in four cohorts between 2021 and 2024. Numerous graduates are in the pipeline to run for office, with five having been elected and four having led successful citizen initiatives.

In 2019, Tom Lucero and Leah Johnson forged a partnership with the understanding that they will likely disagree at times - but when they do, they can still work together. Disagreement does not preclude civil discourse, conversations, and solutions. They firmly believe in the Tip O’Neill/Ronald Reagan school of politics - where you can disagree like heck and still be friends. Together, in partnership with BizWest, Tom and Leah launched a nonpartisan candidate training to help mentor and elevate the next generation of elected officials in northern Colorado. They aim to think and act differently in the spirit of collaboration, problem-solving, and pragmatic leadership in order to keep our regional economy strong for generations to come. Both having been elected officials themselves (on opposite sides of the aisle), Leah and Tom know the importance of training our elected officials on regional issues before they take office, and the need to promote civil discourse that promotes pragmatic, solutions-based leadership.

After completing the L3 course in 2022, Alana McGough joined the team in 2023 as a content strategist and assistant facilitator. In 2024, they partnered with Jenifer Freeman of Constellation Strategies, a veteran operator in the intersection of Colorado business and politics, to expand the program. Jenifer sees the promise of collaborative solutions unique to Colorado when corporate responsibility and economics make room for each other in partnership with policymakers willing to put ideology aside in favor of solutions. In that spirit, the team is working to expand L3 throughout Colorado.
